Expanded Professional Certificate in Infrastructure Financial Management

What is the Professional Certificate in Infrastructure Financial Management?

The Professional Certificate in Infrastructure Financial Management (ProCert IFM) enables asset and finance management professionals achieve their required business objectives.

The key objectives of the course are to establish the importance of infrastructure stewardship responsibilities and learn how to meet this stewardship responsibility through the integration of asset management and financial management planning concepts. This course has recently been refreshed to reference the updated ISO55000 series international standards for Asset Management with the release of revised versions of ISO55000 - Vocabulary, overview and principles, 55001 - Asset management system — Requirements & TS 55010 - Guidance on the alignment of financial and nonfinancial functions in asset management.

This offering of the course has also been expanded to facilitate informed decision making that encompasses climate considerations, equity, and green infrastructure.

It is being offered to Canadian-based participants at a subsidized rate.

The subsidized fee payable is C$210 +5% GST per person. Total C$220.50 pp.

Subsidized Eligibility & Conditions

1. Eligible Participants:

  • Individuals employed or elected by a Canadian local government (i.e., a town, city, region, district, etc.).
  • Individuals employed by a not-for-profit corporation serving the local government sector (e.g., community organizations, health authorities, utilities, transit authorities, conservation authorities, GMF partners, etc.).
  • Individuals employed by or elected officials from an Indigenous community.
  • Individuals employed by an Indigenous community operating under delegated authority by a province or territory (e.g., Northwest Territory settlements, Metis Settlement Council of Alberta).

2. Ineligible Participants:

  • Consultants or for-profit businesses.
  • Individuals employed by provincial/territorial or federal government (except if meeting the eligible participant criteria above).
  • General members of the public.

3. Course Deliverables:

Participants will be required to complete the following deliverables:

  1. Asset Management Plan completed by the individual participant.
  2. An individual capability assessment.
  3. An individual course evaluation.

The course references the IPWEA International Infrastructure Financial Management Manual (IIFMM) and is aligned to the International Accounting and Financial Reporting Standards and reflects guidance provided in ISO/TS 55010. Course mentors are located across Canada with supplemental international expertise, they are well aligned to provide feedback on Canadian standards as well as support local jurisdictions.

Course Objectives:

  • Master the key concepts of infrastructure financial management
  • Learn how to adopt a stewardship approach to managing infrastructure
  • Learn to communicate and manage the interplay between Asset Management Planning and Financial Planning
  • Consider funding equity through the use of reserves, borrowing, leveraging investment returns, and dedicating senior level government grants
  • Learn how to incorporate climate considerations into financial planning
  • Learn how to incorporate natural asset considerations into financial planning
  • Learn how to incorporate equity considerations into all aspects of financial planning

  • Review and modify existing long-term financial plans, processes and systems to holistically include and respond to climate risk and or adaption actions

  • Develop continuous improvement strategies for updating plans and processes over time
  • Understand the need to work as a cross functional team to apply equity –informed climate action across the Organizations in an integrated and holistic way

Course Outputs:

  • Successful completion of the course - "Professional Certificate in Infrastructure Financial Management"
  • Final assignment based on the development of a series of financial planning scenarios including climate considerations related to changes in useful lives, changes from the AMP, and changes including impacts from a climate hazard. The planning scenarios include the use of financial sustainability indicators. The final assignment is reviewed by a course mentor.
  • Participants will complete an improvement plan with an outline of next steps and priorities for further inclusion of equitable climate considerations, green infrastructure, and other gaps in maturity.

  • Explain how infrastructure financial management reporting fits into the broader picture of ongoing infrastructure service delivery.
  • Apply a stewardship approach to managing infrastructure that provide services in a financially sustainable manner.
  • Determine the approaches required to identify what organizations’ customers can afford.
  • Demonstrate how to derive the benefits from long-term financial planning compared to an annual budgeting approach.
  • How to link asset management plans to long-term financial planning.
  • Connect the service, cost, and risk trade-offs in the asset management plan with the financial strategy.
  • Recognize infrastructure assets in the preparation of annual financial statements in accordance with international accounting principles.
  • Explain the critical importance of using current values for infrastructure assets in developing financial strategies.
  • Apply a consistent and appropriate performance measures for informed decision making and reporting.
  • Identification of areas of integration and application of climate and equity into the long-term financial plan.
  • Development of improvement plan for the local government outlining next steps in climate adaption and resilience planning, equity considerations, and green infrastructure.
  • Facilitate interdepartmental asset management communication and integration.

Delivery

This will be an intensive but practical and rewarding course consisting of 6 Modules, with a new module each week after commencement. The course closes at the Final Assignment Due date and will then be archived and remain accessible for 12 months.

CPD + Certification

CPD Points

On average, each module will take approximately 2 – 4 hours to complete the mandatory learning activities. Additionally, you will be required to complete your final assignment. Your final assignment may take 10 – 20 hours to complete, depending upon your background in interpreting financial statements. We provide you with a resource on how to interpret financial statements.

Total estimated effort to complete the course and final assignment is 30 – 40 hours. Eligible for CPD hours if applicable upon request.
